Oracle Database ETL Engineer – Assistant Vice President

Overview

Assistant Vice President level Oracle Database ETL Engineer role on the Applications Development team, responsible for architecting, building and optimizing scalable enterprise data pipelines, ingestion frameworks and data platforms, with technical leadership in data engineering and adherence to Citi's data governance and risk and control standards.

What you'll do

• Participate in feasibility studies, time and cost estimates, IT planning, risk technology, applications development and model development to establish and implement new or revised application systems and programs.
• Monitor and control all phases of the development process, including analysis, design, construction, testing and implementation, and provide user and operational support on applications to business users.
• Analyze complex problems and issues, evaluate business and system processes and industry standards, and make evaluative judgements.
• Recommend and develop security measures in post-implementation analysis of business usage to ensure successful system design and functionality.
• Consult with users, clients and other technology groups on issues, recommend advanced programming solutions, and install and assist customer exposure systems.
• Ensure essential procedures are followed and help define operating standards and processes.
• Serve as advisor or coach to new or lower level analysts.
• Act as SME to senior stakeholders and/or other team members.
• Architect and implement robust, high-throughput batch and real-time streaming data pipelines (ETL/ELT) to support analytics, reporting and operational systems.
• Provide technical oversight across multiple data engineering workflows, defining best practices for data modeling, partitioning, distributed computing and code efficiency.
• Lead initiatives to retire legacy data infrastructure and accelerate adoption of cloud-native data platforms, lakehouse architectures and modern compute engines.
• Optimize complex queries, data transformation jobs and storage layers; implement comprehensive automated testing and monitoring to prevent pipeline outages and data drift.

• 5-8 years of relevant experience.
• Experience in systems analysis and programming of software applications.
• Experience in managing and implementing successful projects.
• Working knowledge of consulting and project management techniques and methods.
• Ability to work under pressure and manage deadlines or unexpected changes in expectations or requirements.
• Bachelor's degree/University degree or equivalent experience.
• Advanced proficiency in Apache Spark (PySpark/Scala), Python and SQL for large-scale distributed data processing.
• Hands-on experience with Apache Kafka, Solace or Apache Flink for real-time stream processing.
• Solid expertise in modern data warehousing or lakehouse platforms (Snowflake, BigQuery, Databricks, Delta Lake, or Hive/Hadoop).
• In-depth knowledge of relational (PostgreSQL, Oracle) and NoSQL (MongoDB, Cassandra) data stores, dimensional modeling and schema design.
• Experience with workflow orchestrators (Apache Airflow), container technologies (Docker, OpenShift/Kubernetes) and CI/CD pipelines.
• Familiarity with data quality tools, data cataloging (Collibra/Apache Atlas) and automated testing frameworks.
