QAQC Lead / Senior Commercial and Billing Head / Senior Construction Head / Planning Lead : Semiconductor Project

Overview

JLL is hiring for senior leadership roles on the Semiconductor Project in Dholera, Gujarat, covering QAQC Lead, Senior Commercial/Billing Head, Senior Construction Head, and Planning Lead positions. Each role is a senior, on-site position on a large, multi-contractor semiconductor fabrication facility.

What you'll do

• Develop, implement and continuously improve the project-wide Quality Management System across civil, structural, MEP and cleanroom works (QAQC Lead)
• Review, approve and update Inspection & Test Plans, method statements and quality procedures submitted by contractors (QAQC Lead)
• Conduct scheduled and surprise site audits and inspections across all work fronts (QAQC Lead)
• Identify, track and drive closure of non-conformances, lead root cause analysis and implement corrective and preventive actions (QAQC Lead)
• Serve as the primary quality interface with the project management team, design consultants, EPC contractors and client representatives (QAQC Lead)
• Prepare and present quality performance reports, dashboards and KPI summaries to senior leadership and the client (QAQC Lead)
• Compile and manage QA/QC dossiers and support project handover and commissioning (QAQC Lead)
• Design and deliver quality training, toolbox talks and awareness programs, and mentor junior QAQC engineers and inspectors (QAQC Lead)
• Lead end-to-end commercial and billing operations, including contractor and vendor bill certification, measurement verification and financial reconciliation (Senior Commercial/Billing Head)
• Drive variation and change order evaluation, claims management and final account settlement for large-value packages (Senior Commercial/Billing Head)
• Maintain commercial documentation, cost tracking and reporting systems, and ensure audit readiness of commercial records (Senior Commercial/Billing Head)
• Lead on-site execution across all disciplines, directing and coordinating multiple contractors, and ensure delivery to specified quality, safety, schedule and budget (Senior Construction Head)
• Enforce HSE protocols and maintain a zero-harm work environment, and manage contractor interfaces and work-front conflicts (Senior Construction Head)
• Coordinate with procurement and logistics to secure materials, equipment and labour for the construction programme (Senior Construction Head)
• Develop, maintain and control the integrated master project schedule, including WBS, activity logic and progress updates (Planning Lead)
• Conduct critical path analysis, identify schedule risks and delays, and develop recovery plans (Planning Lead)
• Prepare progress reports, S-curves, look-ahead schedules and delay analysis, and support extension of time and claims assessments (Planning Lead)

What you'll need

• QAQC Lead: Bachelor's degree in Civil, Mechanical or Electrical Engineering, or a related technical discipline
• QAQC Lead: 15–18 years of total professional experience, with the substantial majority in QAQC functions within construction/EPC
• QAQC Lead: Demonstrated, verifiable experience as QAQC Lead on large-scale industrial construction projects
• QAQC Lead: Strong working knowledge of ISO 9001, relevant IS codes, ASME and ASTM
• QAQC Lead: Experience managing quality functions within EPC contracts or large construction management engagements
• QAQC Lead: Excellent written and verbal communication skills (mandatory)
• QAQC Lead: Leadership capability to manage and mentor a team of QAQC engineers and inspectors
• QAQC Lead: Strong analytical, investigative and root-cause analysis skills
• QAQC Lead: Proficiency in MS Office, quality management software and reporting dashboards
• Senior Commercial/Billing Head: Minimum 20 years of overall experience in project commercial management and billing
• Senior Commercial/Billing Head: Demonstrated track record leading commercial and billing functions for very large industrial projects
• Senior Commercial/Billing Head: Handled cumulative or individual contract bill values exceeding INR 70 crores
• Senior Commercial/Billing Head: Excellent communication skills (mandatory)
• Senior Commercial/Billing Head: Strong working knowledge of contract conditions (FIDIC or similar), BOQ management and billing/measurement practices
• Senior Commercial/Billing Head: Leadership experience managing commercial teams and proficiency in billing and ERP software
• Senior Construction Head: Minimum 20 years of overall experience in construction management
• Senior Construction Head: Demonstrated track record leading execution on very large industrial or infrastructure projects
• Senior Construction Head: Degree in Civil Engineering or a related field
• Senior Construction Head: Strong working knowledge of construction methodologies, quality standards, HSE regulations and multi-contractor site management
• Senior Construction Head: Familiarity with planning tools (Primavera P6 or similar) and quality/HSE management systems
• Senior Construction Head: Excellent communication skills (mandatory)
• Planning Lead: 15 to 18 years of experience in planning and scheduling, with substantial experience on very large industrial projects
• Planning Lead: Strong proficiency in Primavera P6
• Planning Lead: Working knowledge of MS Project, Power BI or similar planning and reporting tools
• Planning Lead: Familiarity with Earned Value Management, critical path method and delay analysis techniques
• Planning Lead: Excellent communication skills (mandatory)

Nice to have

• QAQC Lead: Direct experience on semiconductor fabrication facilities, data centers, pharmaceutical manufacturing plants or other technically complex, highly regulated facilities
• QAQC Lead: Prior exposure to cleanroom construction standards (e.g., ISO 14644) and high-purity/specialty process systems
• QAQC Lead: Familiarity with quality documentation platforms and digital inspection tools
• QAQC Lead: Certifications such as Lead Auditor (ISO 9001), CQE, CSQE, or NDT/welding inspection certifications
• Senior Commercial/Billing Head: Prior exposure to semiconductor, industrial, manufacturing or large infrastructure projects
• Senior Commercial/Billing Head: Degree in Civil Engineering, Quantity Surveying or a related field
• Senior Construction Head: Prior experience on semiconductor, manufacturing, data center or other highly technical industrial projects involving cleanroom construction or specialized MEP systems
• Planning Lead: Prior exposure to semiconductor, manufacturing or large industrial/infrastructure projects
• Planning Lead: Degree in Civil Engineering or a related field

Details

• Location: Dholera, Gujarat; full-time, on-site presence required
• QAQC Lead: Reports to Project Director / Senior Project Manager; work hours flexible to align with project milestones and contractor shifts; occasional travel for vendor/factory inspections
• Senior Commercial/Billing Head: Acts as commercial advisor to the Project Director and senior leadership
• Senior Construction Head: Works closely with the Planning Lead, Commercial/Billing Head and quality team
• Planning Lead: Senior technical leadership role reporting into project leadership
