Market Surveillance Optimization - VP

Overview

Vice President role in Market Surveillance Optimization at Barclays, coordinating and supporting the ongoing development of an effective, efficient and comprehensive Market Surveillance programme for Fixed Income trade surveillance.

What you'll do

• Monitor and analyse market activity, including order flows, prices, trading volumes and communications, for potential signs of abuse or manipulation.
• Conduct in-depth investigations to gather evidence and assess the risk of market manipulation, insider trading, or other misconduct.
• Contribute to or set strategy, drive requirements and make recommendations for change to the market surveillance framework.
• Plan resources, budgets and policies; manage and maintain policies and processes; deliver continuous improvements and escalate breaches of policies or procedures.
• Contribute to regular ad hoc and scheduled documented assessments of surveillance model scenarios to determine efficiency and effectiveness, helping enhance data quality, increase risk coverage and increase scenario productivity.
• Perform ongoing monitoring and testing of model scenarios to evidence that scenarios are performing as intended.
• Manage the model inventory and books of work in coordination with the global team.
• Support regulatory queries and internal/external audit requests.
• Provide accurate and timely reports to regulatory authorities, internal stakeholders and management on market surveillance activities, incidents and trends.
• Execute appropriate controls and reviews aligned to the Barclays control framework and related firm-wide standards, including support for data quality, model effectiveness and efficiency.
• Create, challenge and update supporting documentation for recommendations and present them to the appropriate Surveillance operating forum and to product compliance as required.
• Advise key stakeholders, including functional leadership and senior management, on functional and cross-functional areas of impact and alignment.
• Manage and maintain relationships with Product Compliance stakeholders and Compliance Technology and Change Management contacts.
• Proactively manage emerging threats identified across Surveillance in partnership with Global Surveillance Operations, and identify and escalate significant surveillance issues.
• Collaborate with the team developing complex surveillance models and optimisation tooling, and define surveillance requirements that future-proof the function, considering the end-user experience of handling alerts.
• If managing a team: define jobs and responsibilities, plan for future needs, counsel employees on performance, contribute to pay decisions, and lead specialists in line with strategic and tactical priorities.

What you'll need

• A proven track record in contributing to the ongoing maintenance and improvement of a Markets Surveillance programme.
• Strong understanding of Market Surveillance risks and typologies and how they present in the underlying data and transaction flows of the products traded at Barclays.
• Good understanding of the power of analytics to supplement global surveillance strategies.
• Detailed understanding of applicable regional and global laws and regulations governing surveillance activities (e.g. MiFID II, MAR).
• Excellent understanding of how Compliance and its sub-functions interact with each other and the business, and how Surveillance works with these areas to meet functional objectives.

Nice to have

• An appropriate university degree.
• Be tech savvy and interested in the opportunities technology provides for quality, efficiency or accuracy.
• Strong understanding of risk management and control functions.
• Strong knowledge and experience of market surveillance systems (e.g. SMARTS, Trading Hub).
