Tech Specialist - Cost Estimation

Overview

Technical Specialist—Cost Estimation for Shell’s TAO Project Services team, with remote support from Chennai, Kuala Lumpur, or Manila.

What you'll do

• Provide technical leadership as the functional lead for Cost Estimation and support frontliners on deliverables.
• Develop estimate basis and plan for how project estimates will be developed.
• Prepare cost estimates across project maturity stages (Concept to Execution) using approved methodologies and data.
• Ensure estimates align with scope, execution strategy, and schedule; support estimate reviews, validations, and assurance.
• Develop benchmarking packages and support comparisons using TECOP and IPA forms/reports.
• Maintain and enhance dashboards, automate reports, manage SharePoint estimate repositories, and facilitate estimate meetings.
• Support automation/digital tool adoption, QA/QC activities, and compliance with Shell policies and governance.

What you'll need

• At least 12 years of work experience in Cost Estimation in Oil & Gas/ Petrochemicals or equivalent industries.
• University degree in Engineering and/or certification as Project Services Manager/Lead or equivalent.
• Solid hands-on experience in Project Controls, Scheduling, Cost Engineering, Cost Estimating, and Project Management.
• Preferably strong skills in Excel and experience with estimation tools (e.g., ASPEN TECH, CCET).
• Certification in Project Management from PMI / IPMA.
• Ability to independently take initiatives and work without close supervision.
• Sound understanding of business/process workflow and resilience under pressure.
